Because nobody is going to risk anything. And as such, the more game breaking they are, the less relevant they are as people aren't going to let them pass. It's Monopoly cheaters edition, not Gamblers edition. It's completely pointless to create high risk and high reward cheats. ![]() And you don't buy hotels very often - there are only 22 properties in the game. You have to buy hotels in the open and you have to have title deed cards in the open, so verifying that you're cheating is very easy with this cheat. The rewards are so game breaking that this is the single cheat people would watch out for for their lives. It's completely pointless to think about executing it under normal conditions. So when will the risks be worth it? Simply put, only when you're losing, only when the people's attention is dull through speedy uneventful play or alcohol and only when you have the Accuse another player card. If you were going to lose, then getting away with it is game breaking and getting busted only prolongs the game. If the risks are not worth it, you're either a total lunatic for executing that cheat, or you were going to lose anyway, in which case it doesn't matter if you get busted. When you execute it, you have to be able to evaluate the risks, just like with any other cheat. And the risk factor of the cheat helps that a great deal.
